Looking for Model, Year And How much kick it has?
Can It be scoped?

You can prob pick up a brand new ruger 10/22 or a nice Savage scoped combo for under $300 and have enough for a brick of ammo to get you started.. Check out the flyers for bass pro shop or Cabelas,, not sure exactly you are in mass but you should be within an hour or so of one of them

Saw a 10/22 at the local walmart in TN for $198.99. Great gun thinkin it my be my next .22 rifle. But I have a few other projects first.

Just purchased a Marlin 795 for $129 (+tax -$25.00 rebate) from Academys. Rebate runs the whole year.
I topped it with a Barska 3-9x32 scope with rings & mount included for $38.99 from Amazon shipped.

It is pretty accurate with iron sights but I haven't ran it yet w/ the scope.

All kinds of great .22s for under $300.
If I had to have just one, which thankfully I don't, it would be a bolt action. Lends itself to better accuracy and I think the bolt action is much better for beginning shooters because it gives you time to think about each shot. Either a Savage or Marlin make a very good bolt action .22. You could get either with enough for a decent scope for $300.
BTW, since we are talking .22s you don't need to concern yourself with "kick".

You should be able to find a very nice .22 like the 10/22 and a scope for less than $300 with 550 rounds of ammo in your bag as well.
I'm making the assumption that your new to guns. I would recommend the 10/22 because it is the most common .22 out there and there are lots of accessories available as well as guides and videos for how to clean and break it down.

The list of quality 22s for under $300 is almost endless. 10/22 are a standard because there are so many accessories for them but there are a number of Marlins, Mossbergs, Remingtons and others that do everything a 10/22 can do as far as putting rounds on target.

The best can mean a lot of things....speed, capacity, etc. But I'd buy a Henry first.
