The Quebec does not come equipped with a front or rear sight. You will have to supply your own iron sights or optic sight. And yes, either rifle can be converted by simply swapping upper receiver assemblies. The benefit of buying the $700 rifle over building your own lower would be that you get a lifetime warranty on the entire
gun instead of the upper only
, if that is of any concern to you.
I am currently awaiting the delivery of a CMMG M4LE22 upper myself. But I machined my own lower receiver so any warranty issues are on me
