Ok, cute trick, take a Wall Anchor that'll fit into a .22lr chamber with ya...leaving the rim hanging out like a 22 round.
stick it in, rack the bolt, and pull the trigger...if it leaves a mark in the anchor's rim, it'll fire.
Oh, after the click, look to see if the bolt is all the way forwards...if its slightly out of battery (not closed)
that means the extractor holes on each side of the barrel are dirty & clogged with gunk...clean 'em out and it'll work fine
Chances are, the Ejector is misaligned as well...no big deal there either...lemme know, I'll point you in the right direction there...
all ya need is a Nickel to see if the Ejector is aligned properly...one nickel width high & pointed inwards the same

I'd offer him $50 and see if he feels froggy...then go to $60 if ya have to, and say that's it...
