Push the extractor as far as possible from the bolt and with a good nail file sharpen the extractor as they get dull over the years and will not "grab" the spent round to extractor it. You also can pull the extractor out by pushing down on the spring behind with one of those eyeglasses screwdrivers and it will pull out as it's on a "rocker cam".
