Is this the Savage .22LR that is semi-auto, available at Wal-Mart for about $100? I have one, if it's the same rifle, and never had this problem. If you just bought it then you should be able to call the manufacturer and they should fix it.
I would worry about fixing it because it is a problem with the safety and could cause an accidental discharge later.
