As dgun said,the cz will usually shoot better out of box,but there is a truckload of upgrades on market available for the ruger 77-22. If you choose the cz,get the later 1 that has single set trigger.
Comparing the .17hmr to the .22mag,when the .17hmr came out I extensively tested it and found it pretty well useless EXCEPT for small varmits and informal plinking. Before yall get hot-please me explain. Yes,it's accurate and fast but not suited to hunting larger varmits such as coyotes.
I experienced a lot of yotes ang groundhogs get away wounded only to die somewhat later due to the tiny bullet lacking energy and penetration.
For small edible game,it's too explosive except for headshots. They may have since then came out with better bullets for small game.
For plinking and small game shooting,the .22lr is without peer-especially considering cost of ammo. My personal choice is the .22 mag. It has acceptable accuracy in a good rifle,added range and punch to quickly dispatch the bigger varmits,and I've found that a .22 mag solid(fmj)bullet produces exact same wound channel as a .22lr hvhp.

If you want to shoot varmints...consider changing calibers to 17HMR...shoots farther, flatter and doesnt bounce like 22mags.
Great for shooting and knowing where your bullets are going.
Otherwise...CZ .22 mag is very accurate..may need a little trigger work, but a superior rifle . JMHO
