Won't lie, I thought I was crazy for even considering $400.xx on a .22LR or really any rim fire gun. I have seen some real nice ones in that range though, but I just look at them and think "I'd rather get a centre fire.....", might just be me though.
Its what ever floats your boat, glad you have that option to go a little higher now though. Definitely dont cheap out, buy a quality rifle ONCE

Trust me, I found that out the hard way. The first .22 I bought for myself wasn't to bad.....so long as you used plated ammunition and cleaned it every box or so.

I also bought a CZ 455 LUX in 22 LR which while more money is a super high quality rifle. But with the CZs you're talking about double the money of the OPs parameters. When it comes to firearms you get what you pay for and while I like my Savage 93, it's nowhere near the quality of the CZ.

Part of my reason for having a low price point for the gun is I don't want to get something overly fancy for a gopher gun. There's nothing more I'd hate then to spend a good chunk on a gun, take it out for a day and have part of the finish warn off because I decided to use _____ to rest the rifle on while shooting.

What's the most expensive tool in the world??

The cheap one

I would rather have a few nice things than a whole lot of cheap ones. If I don't have enough $$ for what I want I just wait longer. I did have a much different goal in mind when I got mine.

10/22 savages and cz are all great for the money. Having said that I haven't come across a 10/22 or a savage that holds groups like my cz 455 varmint. Even custom 10/22 that are $1k and it even shoots as good as my buddies kimber cv .22lr which is almost double the cost of mine.
