What does a barrel tuner do? I hear they do wonders but what does that refer to?

Default barrel tuners

The idea behind barrel tuners is that as all barrels vibrate during firing as the bullet travels down bore towards muzzle,the idea is for the bullet to actually exit the muzzle at the closest optimum time in vibration barrel travel every time. This may be accomplished in a number of ways. Some ways work better than others.
