Flitz is my favorite polishing compound other than the Harbor Freight/Chicago Tools 14pc Stainless Steel Polishing kit.

Best thing about Flitz, they send you a free packet if you go to their webpage, so you can Try before you Buy.

I try to polish 99% of stuff by hand, only using dremel/etc when mass amounts have to be polished, like a whole gun in preparation for Hard Chrome.

Careful with the Dremel! Once you take away too much material, you can never add it back. Dremel tools and firearms don't mix very well unless you're VERY experienced!

Federal Hi-Power would be my consideration. I have found is some good 22 ammunition. In fact I used it to shoot a perfect score in a 22 Pistol Silhouette competition several years ago. At ranges up to 100 yards. from a Thompson 10" Barreled Contender Pistol. Recently we had some problems with the Green bulk boxed Remington 22 ammunition in a rifle. I switched our boxes of the same ammunition with my cousin since I would be shooting it in a revolver his was a semi auto rifle. And his rifle worked without a hitch. So it certainly can be a simple ammunition problem. The other issue is be sure your rifle is clean and oiled. A lot of times the lack of lubrication is the number one culprit when it comes to 22 Cal. weapons malfunctions or other weapons for that matter. Also some 22rifles and pistols have problems with shooting soft lead nosed bullets also.

I won't use Remington High-velocity ammo in any Semi-auto rifle or pistol I own.
But I don't mind using it in a single-action pistol...which doesn't require recoil to work.

I'll use Remington Target ammo in my antique 1939 High Standard Model B...but only of better ammo is not available.
Just about ANY target ammo is better.

Remington .22lr ammo is some of the dirtyest ammo I've ever run across...and second only to Wolf in stench.
Remington Golden Bullets (bulk) have had the following reported problems...
Out-of-spec case sizes
Out-of-spec bullet sizes
Short powder loads
No powder loads (squibs)
Spotty primer application
No primer application
Improper crimping

Bottom line, Remington Rimfire ammo SUCKS. Avoid it unless you are willing to put up with any or all of the above.
