Well, depends entirely on the competition your Mom wants to engage in. And no, it probably will NOT be Skeet with a 22. Most skeet ranges will not permit it for safety reasons (12 g birdshot- dangerous to 50 yds, 22LR, dangerous to 1 mile)
If she wants to get into informal plinking at 25-50 yds, there are a TON of fun 22s out there- someone is likely to reccommend a Ruger 10-22.
I shoot bullseye at 50 and 100, and use a bolt action 22 target rifle (heavy barrel, adjustable tigger, free floated barrel, etc) You can spend $2000 on an Anshutz, less than that for a Winchester or Kimber, or MUCH less than that for a Mossberg (144, 146, 44US, etc) And they are ALL very good rifles.
Any idea what kind of shooting she might like? If she is around VA, would be glad to meet y'all at the range and bring an assortment to let her try- but not for skeet.
