you could go the sarco route. i think they have a couple of kits for less than $400. the kit i bought had everything Except the lower receiver and LPK for $399. keep in mind that most of the parts in these kits will be surplus and Nothing comes assembled. i managed to put together a great ranch bang around rifle for $550. far more accurate than my mini-14..
