Questionable smithing

Hey everyone I'm at the final stages of my build, I contacted a local gunsmith to help me install my barrel and head space it.... Later on in the conversation he told me that he uses a spend casing instead of headspace gauges ?!?!? Sounds dangerous and stupid to me. He says that you just set you wrench at 35 lbs and keep using the pounds until until the bolt reaches ful battery .. So is this possible or stupid

Sorry my phone is glitching but he said that he sets the wrench at 35 and attempt to close the bolt and keeps upping the poundage until the bolt closes an locks sounds strange so should I just buy my own gauges or is this a common practice

He's not installing the barrel extension is he? If not, and he's installing a barrel that has a factory installed extension, headspacing isn't that big a deal. And a fired casing can tell you a lot but it never hurts to check it yourself though.

The barrel has the extension already installed but it all cheaper parts I've only got $590 in the whole system. So I didn't know if it was an issue
