PS Pelosi et.al. screamed bloody murder when folks just kept making ARs and AKs, those that conformed to the Crime Bill restrictions. "Loophole!! Close the loophole!" they cried, somehow overlooking that the builders just did what they had been told by Congress.

It's narcissicism, folks.

Excellent explanation of the terms by Mr. Kuleck, who writes excellent books BTW! I have a few myself and often reread them.

Today you normally see the "Ban" and "PreBan" terms describing AR components for sale nationally. If your state or local govt still enact a ban then you cannot buy a preban upper or rifle because it has illegal (to you) components, you'd be limited to the ban version. If you aren't affected by a ban then you'd normally choose a preban configuration (even though it wasn't actually manufactured before the 1994 Crime Bill).
