So would say a 9mm upper or a 22lr upper fit and function on a 5.56 lower?

Not all but some are designed to work on a standard lower. Tactical Solutions has a .22lr upper that fits.

That black upper on my 15-22 lower is the ATI Tactical .22LR conversion upper that you can slap on your 5.55 lower and shoot. The one I got is this one:
