I am unaware of a commercial spec lower, lowers are either mil-spec or out of spec.

A commercial buffer tube is a couple thousands of an inch larger in diameter than a mil-spec buffer tube. Either spec buffer tube will screw into a mil-spec lower.

Receivers are the same. Either go with a commercial spec or mil spec buffer tubr, and be sure to have a matching buffer tube.
