There are other options for AR15s in our *cough* beautiful state.
No flash hiders, No pistol grip(which has to allow for a pistol style grasp in which the Web of the Thumb Wraps around), No forward pistol grips, grenade launcher, or collapsible stock (the worst part for me)
So as you can see, I blocked off the Pistol Grip, using two pieces of Kydex.
I wasn't particularily happy with the Solartactical option, because I Bought this grip for the options it presented, I didn't want a kydex "wrap" that was going to ruin all that. It was also 40 bucks for the wrap around,, while a sheet of kydex, Eyelets, and the eyelet setter Were 20, and I got a handcuff case out of it too( my second project)
I did put a screw into the Kydex, so as to keep it in place. and if I ever move out, I'll never Notice it was there.
I would recomend the Featureless build as, since you're in the Coast guard, You may come across magazines in excess of 10 rounds, and you get to use them, which is beyond worth it...
BUT you lose out on the "pistol style grasp" which I DID find interferes with my standard use of the rifle, and I need to pump a few hundred rounds down range to fix that.

i like that featureless grip. that is going to be my next build. i too, am in the ugh...state of california and i hate...absolutely HATE the bullet button. where can you pick up kydex? good looking rifle.

I got my kydex from texas knife supply. They really getcha on shipping though. Sometime in the next week I am going to email my "alternative" to solartactical, since they're product inspired my project, it may give them an alternative
