Its a bit more than that.
Commercial tubes are bigger in diameter. This means they are weaker more easily crushed or bent. Milspec tubes are smaller diameter and stronger less likely to be bent or crushed.
That's the difference in materials.
The other benefit of a milspec tube is there are more stocks available than commercial tubes hence more options. If you have a choice get milspec buffer tubes.
