Welcome to the forum Hunter. First of all, do you want to buy a complete AR or building it? They are 2 different budgets, of course building it is much cheaper.. sometimes. .
Since i assume you are buying a complete rifle with $1000. Go to slickguns.com, i seen some deals from retailers about the Colt and Sig Sauer for almost $1000. I don't know much about DPMS so i don't have any opinions about it. I'm sure some users here will recommend you building it or buying a separate lower and upper.
Please also check out BCM for the upper or PSA. PSA has deals on lower parts and Uppers almost once or twice a week.
Sorry if this is kinda confusing you.
Also check out a complete Troy's from Dick's, if i'm not mistaken the price is $1100.
Be prepared that you will maybe spend up to $1300-1500, for optic, light, laser and etc. Just saying..

Default Walmart

Walmarts have started selling AR's, including Colts.

Colt and bravo company are the two lowest priced quality milspec i would recomend. I think the bcm (bravo company) edges colt in quality for price. S&w and dpms neither are milspec.

If your going into battle, milspec , if your not going to push your weapon to that extent and just plinking my DPMS and S&W have yet to fail me . I can put these two Ar up against my milspec colt and can tell no difference, but this is in my pasture and nobody shooting back at me . It all depends on what your going to do with the gun . As far as FPS it's going to depend on your barel length , ammo grain and twist rate of barel. Here's my M&P ,colt and DPMS in that order from t to b.
