Default lower reciever question

when you buy a lower receiver, they consider that the "gun" right?
in other words, i have to buy that through an ffl dealer unlike the other parts? (upper reciever, etc.)

That's correct the lower is the only part a 4473 has to be filled out on. You also have to be 21 to buy it.

I am unsure of the age, but a lower receiver can be built into either a long gun or a "pistol" so that would make sense on the age of 21 restriction.
