This is true to a large extent but if you start out with a gun where corners have been cut you may have spend more for upgrades as you figure out what you have than if you'd aimed a little higher initially on the basic rifle.
The biggest issue with assembling an AR isn't so much getting the parts together right - it's getting the right parts together. You'll remember the quality of a gun long after you forget how much you paid for it.
