I finally got the chance to figure out what was going on. After pulling out the bolt catch and verifying nothing was installed wrong I started swapping parts from another AR back and forth until I found out what was happening. In my eagerness to build my first AR I ordered a rifle length buffer spring instead of a carbine length one. Once I swapped it out everything works fine. The rifle length spring was allowing it to cycle but the bolt wouldn't travel back far enough to catch the lugs on the last round (or when I pulled it back manually). Thanks for all the input. I hope someone else reads this and doesn't make my rookie mistake.
