first build/purchase

I was thinking of either building a ar-15 with a 22 upper or purchasing a cmmg 22 that i can later put a 223 upper on it or should i just build the whole thing?
my situation i live in il and there is no place i can shoot a 223 at present however i do sometimes travel to idaho were the 223 would come in handy but that is maybe once a year. i would only like to spend 500-600 tops at the moment to plink with the 22for the time being at my local range
so should i build one peice by peice and if so can anyone recomend what parts i might want to use/need,should i just buy the cmmg 22lr for now and replace the upper at a later date with the 223 or is there another 22 you would recomend were i could just replace the upper to 223? i have seen/shot/don't like the s&m mp 22 i don't want a polymer/non upgradeable gun while it is a nice gun just not for me.
i'd like to thank anyone/everyone for the reply/suggestions

Can you not buy one already chambered in a caliber you like maybe in .223 or 6.8 and buy the conversion kit? That way you can have the best of both worlds.

conversion kits work, but aren't the most accurate things in the world.

I have found that they are more accurate than the best portion of shooters...they still shoot within the 7 ring at 100 yards and many times even better than that. And with practice one can come to know what they are capible of...remember,time on the range is not deducted from the days alloted to us .

Where at in IL do you lay your cover Marine?

Wait until PSA throws up their $269 16" carbine upper again . it doesnt come with a BCG or charging handle which is what your looking for . Throw in a $17 charging handle , $99 stripped lower , $79 Build kit , and a $129 Cmmg .22lr kit and your at $593 then all you need for the .223 is the bolt that you can buy at a later date . I shoot that exact gun with the 22lr kit and it still groups 2" at 60 yards and I dont consider myself a A shooter B shooter maybe :). they are more accurate than people give them credit for

60 yards , federal 36gr .22lr bulk ammo " the cheap stuff " :D, 1:7 twist 16" barrel, 3" dot

Very sound advice. The accuracy that counts comes only from hours spent shooting and getting to know your weapon of choice. Thanks for your post. Answers come from shooting fun.

Palmetto State Armory has Blemished lowers right now for $59. these may contain minor scratchs but thats about it . That would knock another $40 off this build to bring it in the $550 range :D
