If I bought a 30 round pmag would I be able to restrict it to ten rounds to follow New Yorks UNsafe act?

Long runner, I think you would have to be able to permanently limit it. If you were able to remove the block later, it will be illegal.

Not sure in NY, but here in Cali, permanent means install a roll pin. We can take a mag, install a 10 round limiter or rivet and then put a roll pin into the base plate to keep it in place and we are golden. YMMV.
