Jim,
Can't say that I have heard of them before either. From the sounds of it, it doesn't sound too bad. All depends on what you need, what type of shooting, what configuration you are building, etc. The 1:7 twist is ideal for up to 77gr rounds. The 5.56 chamber will allow you to shoot either 5.55 or .223. So you are good there. M4 cuts in the chamber, you will want to make sure that your upper receiver also has the M4 cuts, to take advantage of the smoother feeding. Carbine length tube is okay, some prefer Mid-length, but either will do. Since it doesn't state, I'll assume it is Chrome-moly. Again, nothing wrong with that, even without the chrome lining - some actually prefer No-chrome as it makes for a more accurate barrel.
All in all, good features on the barrel. Price wise, it's about average. For example, you can get Bushmaster/DPMS/RRA/etc. barrel assemblies for around $225-250, that will come with the flash hider, front sight/gas block (normally A2 config), gas tube and pin, barrel nut, spring, lock ring. So take away the extras and you'd be about where you are with that barrel
