If you don't mind mis-match you can get pretty much any AR configuration you want for a lot less than you think.

I've also built mine. It's basically an M4 but with a 16" pencil barrel. Much like a Colt 6720 except with midlength gas. Weighs 6.5 lbs.

The rifle came in around $1000, with the components listed below. I would replace the cheap RDS pictured with an Aimpoint H-1 Micro and come in maybe a little over $1500. With a blem or used H-1 I could come in under.

..... that's a pretty tall order.

I'd recommend looking into a 1x7 twist, for larger projectiles you may need to hunt with and hit 500 yards consistently. You may want to look at the limitations of the 5.56 and .223 at longer distances for hunting.

A 16" barrel would get to you to 500 easily, but for hunting I'd give serious consideration to 18" barrels but that would not be as optimal for CQB work. That's gonna be your call. For example, you can do interior work with a 20" barrel, but wouldn't a 10.5" be better (just giving you extreme ranges here....)

Also I'd definately be looking for glass. A 1-4x optic or a Eotech/Aimpoint 2moa unit with flip to the side magnifier would work but all 3 options are pretty heavy. On the least expensive side would be a low end 1-4 optic at around $200. But I wouldn't put one on for a duty gun. You can get a good 1-4x with rings for about $500-700. Aimpoints and Eotechs would be my first suggestion but genuine models with genuine magnifiers will run you north of $700 (half your budget). You can get away with an Eotech used for about $300 and lower end 4x or 5x or 6x magnifier for under $200 leaving you with $1000 for your rifle. But bear in mind these are all heavy options. Also 1-4x and a great compromise but are usually not as fast (to pickup) as RDS/HWS like the Aimpoint and Eotechs.

I'd like suggest that you look to maybe separating your requirements into 2 categories.

lFor example:
1) a lightweight duty gun for 200 yards and under with an unmagnified RDS.
2) a separate upper for long distance work, maybe even a different caliber like 6.8 spc, and 3-9 glass

I know this option will be way over your budget, but at least you can get your duty gun now. And work on putting together you hunting upper for later.

I am sure that you'd be happier with the performance this setup, over having jack-of-all-trades-master-of-none.

Yea that's just what id do. You can go with that composite lower and a used upper and spend about $600.
