Ball 5.56 m193. 1 MOA ? Military specs

I was under the assumption that for military spec ammo that it must shoot 1 MOA to be spec ,Is this accurate an statement? I'm pretty sure that it does have to maintain a 1 moa with the M855 but how about M193? I'm having a hard time keeping m193 sub 1moa. But then again I have not had the privilige of being trained by uncle Sam .

Hell, I know quite a few Marines that aren't that close! Even being trained by uncle Sam doesn't make some people shoot better :D As far as the ammo: http://www.atk.com/capabilities_defense/cs_as_ma_sc_5.56mm.asp

Snipers need that kind of accuracy or better, not the average soldier or marine. Standard ball ammo is not held to a 1MOA requirement. You can qualify as expert in the military shooting much less accurately than 1" at 100 meters.
