It is only for law enforcement & class 3s but it is American made.

A friend of mine just ordered his from j&g sales from the internet it is legal why is this one for law enforcment and class 3 dealers only why is this one not for civilians? My friend owbs a completly legal centurion 39 he is not law enforcment or class 3 how how come this one is for law enforcment and class 3??
