They're made in Romania by the same folks that build WASRs for Century. M&M merely specifies their guns be made a certain way.
M&M has to jump thru the same hoops that Century does to get them 922'd out of Customs.
None of which is a bad thing, Romy AKs are fine guns and can be found in combat from Africa to Afghanistan.
