Romanian PSL scope

Default Romanian PSL scope

I'm looking for info on sighting in/zeroing/using this scope. I think it's the tip 2, that comes with the PSL. I'm confused on the windage and elevation knobs. They're numbered through 10, and the turret rotates, but the disk above them rotates as well, and also adjusts the poa.

My Google fu must be week because I can't find much.
Any help is appreciated.

This scope has a hex key adjustment? If so you may be loosening it too much the upper dial is simply a zero indicator that you set to zero once the scope is set to your liking. Loosen it no more than a quarter turn
and you should hear it click when you turn the dial if not its too loose tighten just a bit and try it again.

I was able to obtain a manual for the scope for my PSL and if I can find the site again I will post it. I have a digital copy of the manual at home (I think). If I can find it I will let you know.
