Minor prob with Century M70

The endcaps for the gas tube and the lower handguard don't line up. Im including a couple of pictures. What I'm wondering is whether this because the gas tube endcap is too far forward, the lower handguard is too far back (with the dimple milled too far back into the barrel), or what. I'd really like to get them to line up and look a little cleaner, because otherwise the rifle is fine. It's really stiff to charge, how can I fix that?

Ive seen a lot of m70 pics and none with that problem. It's not canter, it works great, I just want to clean it up and get that part symmetrical. I was thinking a gas tube replacement might do it but not if the lower part is just too far back...
