Look close at all of the top brands, study each model and all of its options, pick the one that just screams your name, ask all of the questions you can about that model, research that exact model on the internet from many sources, and then get it.
If you can't afford that exact model then pick something a little cheaper. I would say wait until you can afford it but there aren't many 18 year olds that can hold onto their money long enough to save up the difference. Better to have a slightly less expensive gun than no gun.
And happy birthday!!!

You dismissed the AR-15 so quickly because you said that you wanted a Heckler & Koch. I don't understand why you say no to an AR just because there happens to be a crazy expensive model you'd rather have.
If you've decided 7.62 over 5.56, there's no problem with that. Go for it! But please don't reject the entire platform because it is possible to go hog wild and spend double your limit. You can buy a solid AR for $1000, especially if you're willing to spend 30 minutes building your own lower.

I'd say go with that AK variant you wanted. You seem pretty set on it. If it were me and I had your budget I would probably opt for a mini-thirty by Ruger and spend the rest on ammo, optics, gun bag etc. The first rifle I bought was a S&W M&P15OR when I turned 19. Love the AR platform and it works well. As for that HK 416 I'm pretty sure is a select fire military weapon. It will probably come with a tax stamp and may or may not be legal where you live. They probably have a civilian legal semi version available so id look out for things like that. Stay safe, good shooting, and good luck.
