Are you referring to one of the new Vanguard S2s? I have one in .308 and love the two stage trigger.

New ones are supposed to be MOA right out of the box. They used to sell a sub MOA version. If they achieve their goal, I imagine all the older stock will go on one hell of a sale.

If you insist on 223 then make sure you get 1-7 twist to stabilize the heavier rds and you will be able to reach out to 600 yds. 1-8 or 1-9 and you can shoot all the NATO surplus fodder. The Mark Vs you can build from scratch, not sure about the Vanguard line. Short stiff med. contour barrels seem to be in vogue.

The Vanguard has a 1:12 twist. 55 grain is pretty much max. 45 & 50 grain would probably work better. The Savage Axis has a 1:9 twist and will handle 55 and 62 grain possibly up to 70 grain. DO NOT shoot 5.56X45 NATO in a 223 chamber. The NATO rounds are higher pressure and the 223 chamber has too short a leade. If you want to shoot NATO get a Mossberg MVP. It has a 5.56X45 chamber and takes AR mags.
