some importers import PSL from time to time. the reality is, as cool as they are there really is not a big demand for them. currently there is a unconstitutional ban on importing combloc recievers. all the "new" ak sks psl rifles are all using american made recievers.
you can import some combloc stuff if you use enough other american parts. see 922r compliance.
the svd is not a simple stamped reciever which is what makes ak47 type guns cheap to import. so your not likely to see an american version anytime soon. the cost vs demand is just not there. your likely to see more PSL as about every 3 or 4 years aim, tgi and a few others make some recievers and import the parts kits. just gotta be ready when they come up for sale
