Also Ruger has the American which is their value bolt action but from what I have seen it is priced a little higher than the Axis or Rem 770. If you REALLY want one of the value priced guns these are the models I would be comparing, if it were me I would save up a little longer and get a good bolt action in the 700, Savage 14/12/11/10 variety, Ruger 77, or Winchester Model 70 or look for one of these used.
Agreed the 700 is not comparable to the Axis. I would save a few extra $$ and get a keeper! I have the 700 in 30-06, it IS my big game rifle, no need to buy another

Don't know if Remington is still doing this? But,I got a used 700VS(.308) because the factory chamber(leade) was excessively long.To the point that the rifling couldn't be reached with 220 grainers. Not commenting on how bullet "jump" effects accuracy.....just sayin,PO "thought it did".

I bought it over the phone(local guy)....figurin what the hey?I'll rebarrel it if he's shot it a bazillion times. He hadn't.I was just shocked at how long it was/is?

All's good, will save the long story but,it was "on the bubble" for brrl replacement 'till a last ditch effort shooting some cast bullits.....now,don't dare "touch a thing".

So,just understand that factory rifles come with some inherent "issues".Finding that "perfect" rifle out of the box can be a hit or miss?

Remington SPS Tactical. Shot 1/2 inch groups out of the box with 168 grain Federal GMM. Great rifle for the money.

the Savage Axis, or Marlin X7 series, or the Stevens M200 or even the Mossberg ATR100 would be good entry level rifles.

the Remington M700 would be an excellent choice if willing to spend a little more, or even the Ruger M77 or the Winchester M70.

it all depends on what a person is wanting to spend. if on a tighter budget, might check out used rifles at the gun stores and pawn shops. i have seen some nice looking rifles show up there right after hunting season.
