Seems like you already know the right answer.

Get the SKS because they won't get more plentiful or a whole lot cheaper. You can get a used shotgun later for not much more than they go for now.

I'd get the shotgun because it's more generally useful, ammo is easy to find and a shotgun can go many places where an SKS would just get you in trouble.
