Now I'm worried! I was going to build a tire tube to diminish the report of my .300 Win Mag.
The plan was to place 5 matching tires together like a roll of lifesavers and shoot through it.

Sounds like this would be illegal also. I am 'tired' ( <-- pun ) of this.

I am surprised the EPA does not ban all firearms without suppressors. States have all manner laws regarding loud and excessive noises. Why is there a law on sound suppressors on firearms? This is just another look firearms are evil legislation. There are many states which allow suppressors for hunting game. The Federal Law only creates jobs for the BATF and lawyers.

It should. It has been used in training.

Here is an ATF letter I found during my search.

It was located at http://www.silencertalk.com/forum3/viewtopic.php?f=2&t=72880&start=0
The thread has a pic of them using insulated barrel. I have seen other pics of tires.

I myself thought about building a long 30+' skinny building with doors on each end and lining it with https://www.google.com/search?q=Acoustic+Foam+Panels&oq=Acoustic+Foam+Pan els&aqs=chrome..69i57&sourceid=chrome&ie=UTF-8

The biggest problem I found with something like this is that if you are using a scoped rifle or pistol is light. So you need to install some kind of lighting so you can see the target.

So I started looking at LED light strips. But, the ones I found that I think would works best are $400 a pop for 16' http://www.elementalled.com/double-wide-high-density-flexible-led-strip-light-by-the-foot.html
