Myself, when $$ is an issue, I go for a quality used firearm. There are very nice condition Remington 700s out there for $400. So much more gun than a 770 or some of the plastic jobs. I guess it comes down to individual preference: if you have to have "new", and you are on a budget, you get what you pay for......
