The advantage of a scope so outweighs how hard it is to load one at a time. Why are you wanting to load one at a time on the only bolt action with a ten round mag and 16 inch barrel. This rifle is made for short range and a lot of follow up shots.

The Mosin carbine is easily made into a scout. Remove the rear sight and the grooves will take rimfire/air rifle rings or an adapter to Weaver. You could do it with the rifle as well with no permanent damage.

I set up my Mini as a scout so I would not have to remove the scope to remove the bolt.

Well, if that's another path I THINK it's XS Sights that makes assorted Scout mounts, etc., for "conversions."

You're still not getting it. I didn't say I only want to load a single round, I said when you load the entire non-detachable magazine on more standard bolt actions one round at a time(instead of 5 at a time with a stripper clip) it's easier to do if you don't have a scope over the action.
Also never said I wasn't going to use a scope, I said I'd want the scope mounted forward in Scout Rifle fashion.
