a brand new Remington SPS shouldn't cost more than about $650 NIB. then just buy the stock of your choice and do all the work yourself.
That is what I did. I bought a Remington 700 SPS-V heavy barrel in .308. I then ditched the plastic stock, put on new stock, scope and then switched out the floor plate to one with a detachable 10 round magazine.

this is pretty much what i was thinking of for you LG. this would be a much better cost efficient way of getting what you are trying to get without the hassle of rebarreling a reciever.

Bobby Hart AccuBlock Long Range Target / Tactical™ (LRT) Remington 700 BDL Laminated Heavy Barrel Riflestocks WITH ALUMINUM BEDDING BLOCK

I bought it as well as the detachable magazine setup from Stockysstocks.com. I love it.
