Any 700 with a medium to heavy barrel and synthetic stock.

To each his own, but personally I avoid wood stocks like the plague. Far too many bad experiences over the last 50+ years.

depends on whether you plan on hunting or target shooting. if hunting, then a good quality 3-9 or 4-12 power should be plenty of scope. if target shooting, then i would suggest a 6-18, 6-24 or even an 8-32 power scope. my 308 heavy barreled target rifle has an 8-32x50 on it and is quite a bit of scope.

Most likely according to your question it would be the 700P Police in .308. You can obtain them new in the box for right around the 1K mark. They come standard with a H&S Precision stock that beds the action in a full length Aluminum bedding block, along with a heavy contour barrel. Most of these rifles with proper handloads will cut ragged one hole groups all day long at 100 yards.

In second place would be the Remington 700 Sendero. It goes over the 1K price point by a couple hundred dollars because of the Stainless Steel barrel and action. But it is essentially the same gun in a Stainless civilian version. Both the Police and the Sendero come in Magnum chamberings as well. The 700 Police comes in .300 Win. Mag., and the Sendero in both .300 Win. Mag. and .300 Remington Ultra Mag.

Just keep in mind that, what you're feeding(ammo) a rifle and your bench equip/techniques play a pretty big role in accuracy.

But that's bench accuracy.....When considering a true hunting rifle, its handling quality's and how that affects FIELD acc,may be of more importance.

I just got a 700 AAC. I have a Trijicon Accupoint 3-9x on it. I should have no trouble reaching targets 800 yards away with it.
