You can buy a complete used rifle cheaper than a good action would cost in most cases.
pretty much what hillbilly is saying. i paid $550 for just a bare Remington reciever to build a custom rifle out of. the reciever or action is the part that has the serial number on it and has to go through an FFL for transfer. remember the sum of parts is cheaper than the parts themselves.
