With new quality brass like Remington, Winchester, Lapua and Hornady. I usually check the over all length on some samples from the box and reload. I have never re sized new brass in my case. I want them to fire form. That does not mean that all re-loaders do not re size before loading but I never have.
Sometimes chamfer the case slightly if needed, lube and load.

i resize all new brass. ive had a few instances when i didnt do it that were out of spec enough to cause a stuck case situation.

its more an issue with bottleneck cases than it is with straightwall. due to varied headspaces of new brass
