150 feet? I'm looking at pistol calibered carbines for my 100 yard short range.

If that is what you are after and you want to sort of break into that type of shooting in your situation (by that I mean short range and no hunting). I say go and buy a savage 93r17 BVT. Those can be found with a good scope already mounted for 500-550 if you look around. That rifle is stone cold deadly accurate and the 17 hmr ammo is cheap yet more powerful than a 22. With that you can practice safely at the range and hunt small game later if the opportunity presents itself.
I have that rifle in my collection and will tell you that I have had the best luck with Hornady v-max ammo which is about $14 for 50 rounds.
I just looked at some of those on gunbroker and I can actually get them new for as low as $300. Not too sure if I would want one, because if I wanted a rimfire bolt action, I would get it in .22LR because another range near me has competitions with .22LR. But everyone here does have a good point about the r700, that being the caliber is a bit overkill. Illinois kinda gimps me on firearms.

The reason I suggested that rifle is that the 17 hmr is more powerful than a 22lr. That is one of the things you asked for. If you are set on a centerfire rifle then get something clambered in 223 Remington.

The rifle and bullet have caught my interest. I've been looking around at the different models, and as normal the ones more geared for target shooting (bull barrel, thumbhole stocks, etc) catch my eye, but none of them are coming with scopes, so its back to the original question of I have no idea what kinda of scope to get.

Well the type of scope you need will vary with budget and purpose. You should prolly nail down what gun and chambering you are looking at and then look for a scope.

Well the .17 HMR round has caught my interest, so I've spent most if not all my free time today looking at a lot of rifles that are chambered for this round. It does seem like the Savage 93r17 is one of the best reviewed guns for this bullet. So lets put this as a possible situation, if I was to buy myself a Savage 93r17, and get one with a bull barrel on it for target shooting, does this or this seem like a decent enough scope for 50yd target shooting? If not what are some other decent, yet not expensive (at max $200) scopes for this gun and this usage?

Fixed second link

I have about the same scope on my rifle except it is 3-9 x 40. That is more than enough scope to shoot 200 yards if you get the chance.

Edit: I meant the first scope the second is a dead link.
