I'm getting a savage fv-sr with the 1/8x28 threaded barrel. I wonder if one of these would work?

If you want to learn the basics and become a good target shooter nothing is better than a .22lr. Ammo runs from 2 bucks a bow to 15 or 20 for very high quality match ammo. Buy a CZ or savage bolt action rifle. It no fun shooting something that is not accrurate and the CZ or savage bolt rifle will impress even seasoned shooters. A 513 cadet is 300 dollars retail on up. A wood stocked savage is about the same.

Well I'm looking for something I can do lots of things to and work on, in addition to the target shooting gun.

It's called a compensator and is on there to cover the 16 inch barrel. Anything less than 16 and it would be a short barreled rifle NFA , thus the compensator. It has a match grade barrel.

Go buy a used ruger 10/22 With that can muck or mess around and turn it onto what ever you want but still have a great trigger down as low is 6 oz and a great barrel from ether kidd or fj feddersen that will shoot sub MOA at hundred yards.. Forget the m&p and AR lookin .22lrs as they are not target rifles on there best day. Just plinkers.

For a little bit more than the M&P 22, you could pick up a Del-Ton flat top M-4 kit and CMMG .22 conversion. In fact, we stock both at work...

Just going by what Heckler & Koch calls it.

is is the first official Heckler & Koch MP5 chambered in .22 LR. Authentic in looks, feel, and operation, this replica MP5 is engineered as a dedicated .22 rimfire rifle. It’s built in Germany with a match grade precision barrel, metal receiver, MP5 standard forearm, and retractable stock. It also has a NAVY pistol grip as well as HK-style sights and an imitation 3-lug flash suppressor to maintain authenticity. The compensator is attached so that the 16.1 inch barrel extends the full length of the gun and compensator.
