The groove the extractor slips into can be gummed up. I would spray it down with WD40 and let it soak overnight to remove any goop. The wrap some fine steel wool around a wood dowel, cleaning rod or anything you can find to fit in a drill. Then polish the cylinder with the drill. The polishing process should clean the extractor groove.
