i second the Remington M700. even if you found a decent used one, it would still be a good foundation for a long range target rifle. the action is the important part. i also agree with mrm14, you budget is a bit lean, but it's still possible, but will require careful shopping. a good scope will be a definate requirement. if you go with a M700, you can upgrade and change components out as your progess increases. as i said before, the action is the main component and everything else builds off it. the barrel is probably the most critical component in regards to accuracy, but they are what i would term a wear item when it comes to target rifles.
