To my eye (I am certainly no 'expert') it looks European. The schnobble on the fore end, and the checkering on the wrist only (I assume it's hand cut, not impressed?). Have you taken the action out of the stock to check for manufacturer markings under the woodline? I have never seen the belled muzzle before either!
Looks like better overall quality than most 'mass market' .22 rifles.

Yeah- (Not to be spelling nazi, it is a schnaubel) Right next to the serial number if the proofmark, but not enuff pixels for me to read. Possible Belgian proof. Pull action from stock, high def photos of ALL markings.
