I don't agree that nothing is made as well as they used to, my new Winchester 70 is WAY better then my 1990s model, better fit/finish, smoother action/function, and vastly improved accuracy. I find this especaly odd since my old one was a full sized sporter and my new one is a Featherweight. Really happy with that rifle I would not sell it for a 2X profit.

IMO, the rifle and cartidge are the easy part. the optics are the biggest factor and the hardest to fill on that limited budget.

$399 for a T/C Venture in 300wm. $119 for a Shooters Edge 4.5x16x40 scope. That's about as cheap as I can come up with.

I just bought a Venture for the above price. It shot a .84'' group its very first time out with Hornady Whitetail ammunition. With my handloads it should shoot better because my handloads rock. I have the same scope on my sons H&R Handi-Rifle in .243. It has been on there for over 5yrs and its holding zero just fine. Best $100 scope Ive ever seen and I love my Venture in 30-06. It has a very good 24'' 5R rifled barrel and I personally really like the stocks Hogue grip panels and detachable mag.

Ive heard some people say that they wouldn't have a bolt action rifle that you can work the bolt on with the rifle on safe. Say it could get snagged and accidentally open walking in the thick brush by a limb or branch. All I can say to that is it would have to be one hell of a branch to open that bolt. Especially if it isn't cocked. The finish is very nice and the stock is solid.

Good luck finding a $500 1000yrd combo that can get it done consistently.

Field and Stream optics are a little cheaper yet, and in that power range, which would bring the total down to the goal. No idea if they are any good tho. Both them and Shooters Edge are China made.
Id like to shoot a Venture, always been a fan of T/C.
Im a believer in always getting the best you can afford. Sometimes that means upgrading later, or waiting longer. I didnt start out with (and still dont have) top of the line stuff.

Virtually all optics are made in china. That is why I don't buy into you should pay as much for optics as you paid for the gun. Manufacturers buy components from china, assemble them here and slap made in America on the box. For all we know there is one plant in china that makes components for everyone.

Compare your Model 70 made in the 90's with a Model 70 made in the 1970's. Then you will see the difference in quality. I have a BAR that I hunt with that was made in the 1930's, it is one beautiful rifle. People ask me how can I take that rifle in the woods? When I scratch it I can just wipe it down with linseed oil to remove the scratches. I have a model 70 that was made in the 70's. I bought it from western auto for $180. It is a very handsome gun with an oil finish. I have turned down some hefty offers for both guns because it will be difficult to replace them with a gun I like just as much.

In the final analysis, with a budget that doesn't really allow the right type of glass for 1000 yard shooting......this would have to come down to the shooter's ability to aim true as well as ballistics calculation. In other words,

the shooter

Obviously, the shooter is a very important element. The best rig out there is no good otherwise.

the shooter is the most important element in this equation. the best and most accurate and expensive rig in the world will not make a person an accurate shooter. the skill and ability of the person doing the shooting are the biggest factor.

Anybody wanna give an opinion as to which of these would shoot the best MOA out of the box?

The list so far is:

Savage 11/111 Trophy Hunter XP
Remington M700 SPS
Savage Axis
Tikka T3
Mosin 91/30 PU Sniper
Howa 1500
Marlin X7

Also: anybody else want to list an optic in this category? That's obviously the hardest part, so very few people have been up to the challenge.
