High Powered Rifles
 
What is the primary determining factor in labing a rifle "High Powered"? Are there specifications that can be checked physically or is it a loosely used term?

There is no official definition. Typically, when someone uses the term, it refers to any rifle which is (a) not a muzzle loader, and (b) not a rim fire.

I believe a GFW politician would classify anything that shoots any bullet out of any gun that looks scary is a high powered rifle.
