Default Help with a question about a PSL

I am currently watching an auction on a Romanian PSL parts kit, i have absolutely no idea about these rifles what would I need to turn this http://www.gunbroker.com/Auction/ViewItem.aspx?Item=273876836#DESC into a complete functional rifle I apologize for the ignorance of my post I'm on this forum to learn there's a 24 hr clock on this auction so any prompt help would be VERY appreciated

I think that is for a Dragunov. You would need at least this- http://www.gunbroker.com/Auction/ViewItem.aspx?Item=273214837

Unlike the parts kit, that part IS a firearm, and would need to go to a FFL in your state.
